About the Judicial Inspectorate for Correctional Services

JICS is an organ of the SA Government whose mandate is to uphold and protect the rights of all inmates who are incarcerated. JICS is responsible for the independent oversight of the DCS and must therefore report thereon to the Ministry of Justice, Correctional Services and the portfolio committee.

JICS core functions

The Correctional Services Act 111 of 1998 empowers JICS to inspect and report on conditions of detention and the treatment of inmates at correctional facilities, conduct investigations and handle inmate complaints. This seeks to ensure that conditions of detention and the treatment of inmates comply with legal and constitutional standards and promotes transparency and accountability.

Corporate Services comprises of the Sub-Directorates namely Human Resources, Information Technology, and Communications & Media.

It is through these components that the Unit is able to provide the much-needed resources and functions to support JICS’s pursuit of outcomes.

Finance & Supply Chain Management

  • Finance provides financial administration and budget management for JICS.
  • Supply Chain Management highlights the role of the procurement services and asset management in JICS.

Legal Sevices

  • The managing, monitoring and reporting of any deaths in correctional centres.
  • Record all such complaints and requests.
  • Manage all instances of segregation and extended segregation and report thereon.
  • All cases of the use of mechanical restraints must be investigated and reported on.

Inspecting Judge

Justice Edwin Cameron is a former Judge of the Constitutional Court of South Africa and was appointed Inspecting Judge of Correctional Services on 6 January 2020 after 25 years’ service as a Judge. He is currently also Chancellor of Stellenbosch University.
